In the bis file at Charleston, on Mon day, 2,145 bales ot cotton were burnwl, vho total value of which was $107.2S0. It was all lully covered by insurance. i'rofessor Huxley dos not think it ihe duty of the State to protect the public against medical quacks. As shown by the commissioner's figures the total number of oirths reported were 1, 142, and of deaths 1,306. These statistics are plainly incomplete, but may indicate the ratio of decrease. Mr. Hotchkiss is said by the Army and Navy Register to be iuakiog piles of money at his gun works at St. Denis, near Paris, France. There is a heavy demand for his revolving cannon and 'he bids fair to bo many times a mil lionaire." Mr. Hotchkiss1 father is still living at Bridgeport, Conn., where the family long have been' connected with various manufacturing enterprises Judge Harlan, of the United States Supreme Court, whose name has been mentioned quite generally in connection with the Presidency since his dissent from tho opinion which overthrew the civil rights act, says he is not a candi date tor that office. He is well con tent with his present place, and says he doesen't believe he could be elected President even if he rccaived an unani mous nomination. In about a month from now the new time principle, indicating the hours from 1 to 24 o'clock, will be in practice, and at halt past 22 o'clock at night, it will be time for the young man to take his hat and go. The Fire Department was (called out but once during the month of October, and that was on the night of the 2nd, at Mrs. Hill's, on Nortli Fourth street, when its services were not i called into requisition. During the month ended pctobcr 31st, 1883v the foreign exports from this port were as follows i Cotton, 13.255 bales, valued at $642,858; spirits tur pontine, 128,270 gallons, valued at $50,997; rosin, 15,146 barrels, valued at $24,532 ; tar, 2 barrols, valued at i $4 ; lumber, 403.000 feet, valued at $6,051; shingles; 184.000, valued I at $1,069. Total value of exports $725,515. Martin Laitlier. St. Paul's Lutheran Church was thronged again last night with a num ber nearly or quite as large as that or Sunday niuht to listen to the lecture of Bev. 3dr. Peschau upon the life and character of Luther. It was an inter esting and instructive subject, to which the speaker did full aud ample justice, and all his listeners were delighted and edified. 'The music, especially the in strumental portion, wa3 very fine and was highly appreciated by tho audience. It was an hour wisely and! pleasantly passed, and it would be well if wc couid have the benefit of frequent occasions of like character. Our Strategists. The receipts of crttton at thia port. for the month of October, first closed, foot up 33 320 bales, as against 26 693 bales for the month of October of last , year, an increase this year of 6 627 bales. The receipts of the crop year to dale loot up 41 016 bales, as against 36.112 bales to same date hist year,' an ins crease this car of 4.U04 bales. A Police iteport. The police made 63 arrests during I the month ended October, ?l3t. , fur the following offences: Affray, 5 while males, 6 colored males, 2 colored fe- males ; assault with deadly weapon, l j ! colored, male; attempt to rescue a disorderly conduct, 8 white malesj 1 white female, 6 colored males, 5 colored females; disorderly - and down, i 2 j white rnaleB, 1 white female, 2 colored males, forestalling the market, 2 white males ; throwing rocks, 3 colored uiaied ; violation tax ordinance, 4 white malest 12 colored males. i The prisoners arrested woro - of the following nationalities: Americans white. 15. colored, 40;- Germans, 3; English, 2 ; Scotch, Irish and Norweg ean, 1 each. During the month 15 white males and 4 ooiored males applied for lodgings at police headquarters. The court fines collected daring the month amounted to $100:13, and the pound fees to $16.25. Seventeen places of business wore found open at night.- - 1 Business Change. A notable business change for the first day of the month is that in the old and well-known house of John C. Heyer, on North . Water street, as ad vertised elsewhere in this issue. Mr. Heyer has disposed of the interest in his business to his son, Mr. Matt. J. Heyer, who has boon associated with him for the past twelve years, and the iatter gentle man will hereafter continue U in his own name. He is a young man of en ergy, push and enterprise and of excel lent business qualifications and we are sure that he will make a notable suc cess. iMr. John C. Heyer has been engaged in business in Wilmington for the past 3d years and almost in tho same spot during this entire time. Tho only ia ter mission was during the war when the house was closed because Mr Heyer was in tho Confederate Army, first in old Company A (German Vols unteors) at Fort Caswell, and after wards as a member of-Howard's Cav airy Company. He has lately erected for himself a noble residence on the corner of Fourth and Red Cross streets and be hopes to spend the rest of his days there in case and comfort. Mayor Hall in Charleston. Mayor Hall, who has been on a visit to Charleston , has returned to the city much pleased with his visit to that an cient town and the courtesy and hospi tality which was shown him there. The News and Courier of yesterday's date, speaking of his presence in that city, says: ' "' . , - The Hon. E. D. Hall, Chief Magis trate ot the City of Wilmington , N. C, who has been in this city for two days, paid a formal visit to Mayor Courtenay at the City Hall yesterday, i Mayor Hall last visited Charleston, about I twenty years ago, when he came at the head of a regiment of North Carolina volunteers to assist in the defence of the city. The object of his present visit is not to study the defences of the city, but to post himself on the public de partments and especially to look into the imprfvemciua that have been made on the street and in the drainage. Af ter a pleasant interview with i.Ua3'or s Courtenay rand .an in spection of the pictures and staiuary in the Council Chamber, Major Hall iwss placed in charge of Major Huguenin. the superintendent ot streets, by whom he was driven over the city and shown the new stone roadways, the improve ments at the Railway wharves ia the northeastern portion of the city and the new drainage system. Mayor Hall states that Wilmington is making rapid advances in the race between the South Atlantic seaports; that there arc now 17 icet of water on the bar of the Cape Fenr River and. that the muuicipal authorities are about to devote their energies to the consolidation and per fection ot the various municipal de 4 partments. 1. ne first step tn this direc tion will be the laying of the Belgian block roadway in the principal thor oughfares. aadthc main object of his present visit was to make an exanunsx lion of tho new road ways : that have been laid in Charleston. !
